Approche du Développement Rural et Participatif dans le Nord-Ouest Tunisien: Mise en Œuvre et Enseignements

The participatory approach is increasingly regarded as a pre-requisite for a successful and sustainable rural development process. In fact, the participation of the population is actively encouraged in order to identify the development constraints and search for possible solutions. Specific training is provided to the players to make them aware and capable of continuing this process independently of the public administrations involvement. In Tunisia the Office de Développement Sylvo-Pastoral du Nord-Ouest (ODESYPANO) has adopted this strategy since 1989 whose strength is the integration of beneficiaries in their own projects. However many difficulties are encountered when applying a participatory approach, mainly due to the leading role still played by the public administration in designing and implementing development projects and to the populations expectations. The aim of this article is to evaluate the effectiveness of the actions undertaken by ODESYPANO based on the results obtained over the last years.
