Expérience tunisienne en matière de développement rural intègre

Language: FRIn this article the Integrated Rural Development Program in Tunisia and its objectives are presented with special attention to the project identification and evaluation procedures followed since the beginning of the program in 1984. Several deficiencies emerged with regard to the adaptability of the proposed development actions and the complementarity between projects within the same region. Based on the past experience the present work proposes an alternative to improve the identification and the evaluation of rural development projects. These proposed improvements aim to increase the adaptability of the projects to the target population needs and to the natural endowment of the project area.
Le présent article présente le Programme de Développement Rural Intégré en Tunisie et l'approche d'identification et d'évaluation des projets dans le cadre de ce programme. Sur la base des résultats enregistrés depuis le démarrage du programme en 1984 plusieurs insuffisances au niveau de l’identification, l'évaluation et l'exécution des projets ont été mises en évidence. Ce travail débouche sur un certain nombre de proposition pour mieux adapter les actions des projets aux besoins de la population cible, pour une participation plus accrue de cette dernière dans la décision. et pour plus d'intégration des actions d'un même projet et entre les projets au niveau d'une zone d’intervention.
