The difficult relationship between agricultural policy, income, labour and sustainable development

The paper analyses the impact of some policy schemes, drawn from the actual CAP situation, on the returns, work and sustainable development of typical agricultural and livestock farming systems in the south of Portugal. Three scenario have been worked out: on the first one, the actual expectations will be maintained until 2006. On the second, the payments decoupled from production, will give the farmer the exact amount he is receiving now. Finally, the third scenario considers the decoupled payments on the basis of the work expenditure of the farm. A mathematical programming model, combined with the Erosion Productivity Impact Calculator (EPIC) Cropping Systems model is used to obtain the impact degrees by system and scheme scenario evaluated. Economic results (net margin) and environmental results are obtained for each system and scenario. Results point out to a significant adjustment in the production plans of the two systems studied.
Ce travail analyse l'impact de quelques possibles mesures de la politique agricole, qui sort de la situation actuelle de la Politique Agricole Communautaire (PAC) sur les revenus, le travail et le développement soutenable d'une exploration agricole au Sud de Portugal. On travaillerait trois scénarios: au premier, les expectatives actuelles se maintienne jusqu'á 2006; au seconde les payements pas lier à la production donneront a l'agriculteur exactement se qu'il recevait avant; et au troisième scénario on propose des payements pas lier à la production mais basées sur la dépense qui l'exploration à avec le travail. Un modèle de programmation linéaire combiné avec le modèle Erosion Productivity Impact Calculator (EPIC) et usé pour calculer l'impacte de ces scénarios sur les résultats économiques et sur les résultats sur l'environnement. Les résultas nous démontrent un significative ajustement sur les deux systèmes de production étudié.
