Vers une approche de développement basée sur l'agriculteur

In this work we present the disappointing results of an investigation aimed at evaluating a development project which has been implemented for ten years. The analysis allows to distinguish two broad categories: the professional and the traditionalist farmers who mainly differ by the nature and the intensity of their motivations. The "Professionals", who support the productivist ideology, have economic concerns, know how to assess according to profitability criteria, how to make a justified diagnosis of their farms, how to set a problem in technical and economic terms. The traditionalist, the hesitant ones, did not know, or could not take advantage of the project. They are tempted neither by productivity nor by profitability. They cannot realize what a development agent could give them. There is a total lack of true motivation or a very poor perception of the interest in being involved in a change which is viewed as costly and whose results seem to be uncertain.
Nous présentons ici les résultats décevants d'une enquête qui se proposait d'évaluer un projet de développement mis en ouvre depuis une dizaine d'années. L'analyse permet de distinguer deux grandes catégories, les agriculteurs professionnalisés et les traditionalistes qui diffèrent essentiellement par la nature et l'intensité de leurs motivations. Les "professionnels" sont acquis à l'idéologie productiviste, ont des préoccupations d'ordre économique, savent juger selon des critères de rentabilité, porter un diagnostic justifié sur leurs exploitations, poser un problème en termes technique et économique. Les traditionnels, les hésitants, n'ont pas su ou pu profiter du projet. Ils ne sont tentés ni par la productivité ni par la rentabilité. Ils ne voient pas ce que pourrait leur apporter un agent de développement. Ici, absence totale de véritable motivation ou perception très diffuse d'un intérêt pour s'engager dans un changement perçu comme coûteux et dont les résultats paraissent aléatoires.
