The land administration is historically closely related to the current political system in most countries. After the Second World War Albania made extreme political choices and undertook radical agrarian reforms. These reforms were primarily driven by the socialist ideology and later by the liberal one. However, another limited reform was already made in the early twentieth century.
The aim of this paper is to compare the characteristics of these land reforms issued in Albania during the period 1930-1990, to analyze their impact on agricultural production structures and the degree of land tenure security for farmers. In particular the paper tends to demonstrate that these agrarian reforms, instead of reaching their goal, namely improving the conditions of the rural population and ensuring social peace, have produced the opposite effect by increasing land conflict and land tenure insecurity and decreasing the efficiency of land us.
